Saudi Arabia: Issuing the Directory of Imports and Exports subject to VAT

The General Authority for Zakat and Income (Zakat) has issued a guide for imports and exports of goods and services subject to value added tax to and from the Kingdom. This Guide represents the vision of the Authority in the application of the GCC Common Tax Convention, its Regulations and Regulations, on the import and export side. The guide covers all import and export items, as stipulated in the Standard Agreement, the Implementing Regulations and the Value Added Tax (VAT) Regulations, and clarifies transitional provisions for the importation of goods and services from and to the Arab Gulf Cooperation Council (GCC) countries. The General Authority for Zakat and Income indicated that the goods supplied before customs clearance are not subject to value added tax. As for the supply of goods, which is after the official customs clearance, it is subject to value added tax. On the procedures for importing goods to the Kingdom, the Authority explained that the supply model must be completed with information on the nature of the imported goods, such as the customs tariff code, the country of establishment, the description of the commodity and the value of the commodity. The guide includes tax-free imports, most notably commodities subject to value added tax of zero percent, including the importation of qualified medicines and qualified medical equipment. These goods are recorded in the customs declaration with a value added tax of zero. The General Authority for Zakat and Income (ZAKA) has invited the establishments to visit the VAT.GOV.SA website for the import and export guide. The site includes a wide range of tools and information specifically designed to help people subject to VAT, including visual awareness materials, all relevant data and questions Common.
