UAE Vice President, Prime Minister and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum has announced the “Document of the 50th” which includes provisions for aspects of his vision for the future of Dubai and the life he wishes for those living in its community.
“This is a document that represents our era and we promise you what we will do to improve life in all its aspects in Dubai in 2019,” he said.
The document includes working on the development of a geo-economic map of Dubai city and transforming it into specialized, integrated and free economic zones. Each geographical-economic sector in the city will have its own council, which manages and markets it and competes with other similar regions globally. Each geographical sector will have its own economic and investment objectives, which we will pursue with transparency. The governor of each economic sector will be appointed to lead the achievement of the objectives for which the sector was created.
It also includes the establishment of the region’s first virtual business district, where commercial licenses will be granted without requiring residency in Dubai, with opening bank accounts and electronic residence grants, in accordance with the highest international legal standards. We target 100,000 companies in the virtual region. Our goal is to open a company in our Arab world easier than opening an e-mail account
On the establishment of the Dubai Silk Line, His Highness said: Dubai is destined to be a station between the East and West, and between the north and south, and estimated Dubai to be the world’s airport and its main port. We have the largest international airport in the world to connect with more than 200 cities and over the next 10 years will bring more than 1 billion passengers through our airports. Around 80 ports around the world are connected to dozens of cities. Our next stop will be to build our own silk line in cooperation with our brothers and friends. Our region is a region of civilization and commerce, and this role must be restored. We will build an international system to support these aspirations.

The document also includes the initiative to transform universities into free economic and creative zones. Starting next year, our national and private universities will start free zones that allow students to engage in economic and creative activity, and make them part of the learning and graduation system. These areas will support students in education, research and finance during the construction of their projects. The goal is not only to graduate our students, but also to graduate companies and employers.
In addition, an integrated program will be developed in cooperation with citizens wishing to provide integrated systems to achieve self-sufficiency in food, energy and water in at least ten homes, a change in lifestyle and environmental protection. We aim to create a new economic sector that supports self-sufficiency in energy, food and water in the homes of residents in Dubai for at least a month, to increase later.
