FANC announces the development of the NuTech portal

The Nuclear Regulatory Authority (FANC) has announced the development of the NuTech portal, the first electronic monitoring system for the import and export of dual-use nuclear materials, and linking them to the Abu Dhabi Customs General Authority’s electronic mail clearance system.

NuTech is an electronic system that will reduce the time to get clearance from Abu Dhabi Customs by 80 per cent with 100 per cent customer satisfaction. It was launched in March 2018 after five months of intensive development by a team of Department of Safeguards and Information and Communication Technologies.

The new portal plays a role in enhancing control of import, export, re-import, transhipment and recharging of dual-use nuclear material in accordance with the FANR-REG-09.

“Our commitment to effectively implement the UAE’s obligations with the International Atomic Energy Agency (IAEA) related to the implementation of non-proliferation safeguards is a top priority for the Commission and the control of import and export operations is an essential part of our safeguards system,” said Krister Vickersen, Director General of the Federal Nuclear Regulatory Authority.

“The NuTech portal further strengthens our existing monitoring system, improves its efficiency, enhances its user experience, and embraces innovation in the various details of our work. Accordingly, we have fully developed the NuTech portal within the Federal Authority for Nuclear Regulation to be a clear example of our success in applying best practices in terms of import control Export.

“NuTech is the first of its kind in the UAE to allow automatic clearance of customs shipments, which will improve response times and reduce the impact on the environment through this portal and greatly increase user satisfaction.
The Director General of Abu Dhabi Customs said: “Abu Dhabi is committed to achieving our vision, mission and strategic plan emanating from the objectives of the Abu Dhabi Government’s plan to facilitate procedures. Providing the highest level of services to clients.

“This joint venture includes strengthening cooperation, coordination and electronic connectivity between the two parties, which is the first of its kind in terms of implementation. The second phase of the project will witness a reduction in customs clearance time in line with global developments and expansion of the trade in hazardous chemicals and materials. Which requires the development of the procedures in the Customs of Abu Dhabi as an executive body working on the application of laws and legislation issued by the competent authorities in the State and abide by the international conventions and protocols signed by them  movement of hazardous materials through customs ports using the latest electronic systems and the application of the highest international practices to provide superior service and facilities to customers. “

Nuclear export control is an essential part of the NPT and any other nuclear program. In line with its commitment to achieve the highest non-proliferation standards, the UAE applies a strict import and export control regime to prevent illicit trafficking in nuclear materials or technology or nuclear equipment and to take appropriate action in this regard.  The State has gone a long way in developing and implementing the regulatory infrastructure in line with its international obligations and national policy objectives.

The Federal Authority for Nuclear Regulation (FANC) authorizes companies to exercise controlled activities, conduct inspections of licensed companies, and cooperate with local and federal government agencies to ensure compliance with international law, national laws and regulations
