He explained that the Ministry of Finance aims to participate in (Hippan Forum Hail 2019) to highlight its role in initiatives and efforts that support the plan of digital transformation of the government work system in accordance with the “Vision 2030 Kingdom”, and to identify the efforts of the platform, which contributed to the standardization of procedures for raising financial claims and disbursement and payment orders It also discussed the role of the platform in increasing transparency by fully supervising contracts and following up and implementing the projects. For his part, Saad Al-Shadi said that the platform (Etemad) is the electronic platform approved for government financial services provided by the Ministry of Finance to various government and private entities that come within the framework of enhancing communication and raise transparency and improve efficiency, and enable users of the platform to implement their projects, where the platform contributed to the regular disbursement of By enabling government agencies to review and prepare the schedule of outstanding and future payments.
Al-Sheddi pointed out that the platform provides its services to more than 78 thousand users from the public and private sectors, and the number of employees benefiting from the system (exchange) more than 1.7 million employees, also presented the platform 508 thousand offers, and 184 thousand competitions.
It should be noted that the digital platform (Etemad) includes (6) basic services: budget management to provide e-services in all matters related to the budget of government agencies and the necessary movements on them, and the management of competitions and procurement for bidding and examination of offers and award electronically, and enable the private sector to see the competitions and receive Invitations, purchase and submission of pamphlets electronically, and management of contracts for electronic registration until obtaining the necessary approvals from the government and the Ministry of Finance, and the Department of Financial Rights by enabling government agencies to submit requests for disbursement orders and payment of rights Employees’ financials are electronically managed, payments are made by raising financial claims for projects through payment and disbursement orders via a credit platform, and revenue is managed through an electronic system through which the Ministry of Finance seeks to develop the collection of non-oil state revenues and search for the best modern technological means to facilitate the collection of state revenues and save money.
