Dubai Customs revealed the procedures for invoice certification fees from the Ministry of Foreign Affairs and International Cooperation for imports to the local market. The Ministry, through its systems, collects a fixed fee of 150 dirhams for the certification of each invoice for incoming goods, valued at 10,000 dirhams or more, provided that this system is implemented as of February 1, 2023.

The department clarified, in a circular issued by it, that based on Cabinet Resolution No. 38 of 2022 dated April 21, 2022 regarding fees for attestation of documents and certificates of origin, and Cabinet Resolution No. 94 of 2022 amending some provisions of Cabinet Resolution No. 38 of 2022 And the book “The Federal Authority for Identity, Nationality, Customs and Ports Security” reference No. HAC/S/ 2022/13825 dated September 26, the Ministry of Foreign Affairs and International Cooperation collects the value of the above fee.

Dubai Customs added in the second article of the circular, which was issued on November 2, that customers must enter the electronic certification reference number for the “invoice” documents issued by the Ministry of Foreign Affairs and International Cooperation in the customs electronic systems when organizing the customs declaration for the purpose of import or import. With the intention of re-exporting, in the event that the certification fee is paid before the customs declaration is completed. Customers may complete the process of paying the certification fee within a maximum of 14 days from the date of completing the customs declaration in accordance with the payment mechanism referred to in the circular, provided that the “Ministry of Foreign Affairs and International Cooperation” imposes administrative fines Those who are not obligated to ratify the invoices of imported goods after the expiry of the period referred to in the aforementioned circular, and in accordance with Cabinet Resolution No. 38 of 2022.

Commercial Invoice Attestation

Attestation is a procedure that confirms the validity of the seal and signature on the document or document, whether issued from the UAE or abroad. The attestation service provided by the Ministry inside and outside the UAE by embassies and consulates includes the attestation of documents issued from inside and outside the country, such as:

1- Commercial documents, including, but not limited to, contract or agreement – commercial registry – appointment of a manager – minutes of board or partners meeting – change of company name – trademark registration – distribution agreement – corporate insurance certificate – corporate tax certificate – board resolution Management – Trade license – Partnership or shareholder certificate – Appendices and appendices in commercial documents – Memoranda – Company closure – Company branch registration – Bankruptcy documents – Financial statement – Product registration – Patent registration or assignment – Trademark registration – Power of attorney of a commercial nature – Power of attorney General – signature document – end user certificate – tax certificate – certificate of completion – any other document of a commercial nature. Commercial contracts or agreements can be considered as multiple documents based on their content.

2- Invoices and certificates of origin, which are commercial documents that prove the purchase or sale of products or merchandise.

Instructions and instructions

1- For official papers, documents and commercial invoices issued from within the Emirates:

– Certification of the original document from the government agency from which the document is issued, with the exception of digital documents from approved or electronically approved entities.

– Submitting for certification of the document by the Ministry of Foreign Affairs and International Cooperation through digital channels.

– Placing the original document(s) in the envelope, where copies will not be certified and the transaction will be rejected. For the electronic document or the document approved electronically, and the legalization of the document can be submitted from the UAE embassy or consulate abroad through digital channels.

2. Official papers, documents and commercial invoices issued from outside the Emirates: The authentication of the original document from the Ministry of Foreign Affairs of the country from which the document was issued. Attestation of the document by the UAE embassy or consulate abroad through digital channels. As well as ratification of the document by the Ministry of Foreign Affairs and International Cooperation through digital channels.
