The actual revenues of the federal ministries amounted to about 39 billion dirhams during the first half of 2018 with implementation rate reaching 75.9% of the total actual budget of 51.388 billion dirhams, according to the financial performance report on the implementation of the general budget issued by the Ministry of Finance. On the other hand, the value of expenses amounted to AED 33.2 billion with an implementation rate of 64.6%. Thus, the budget surplus during the first half of this year reached 5.8 billion dirhams. According to the analysis of the revenue movement of government ministries on an annual basis, it grew by 4.2% in the first half of 2018 compared with the first half of 2017. The growth rate of expenses was 8.2% during the same monitoring period. The report shows that the revenues of the Ministry of Finance reached 27.673 billion dirhams during the first half of this year, representing about 71% of the total revenues of the federal ministries, about 5.5 billion dirhams for the Ministry of Human Resources and Emiratization and 477 million dirhams for the Ministry of Health and Community Protection. The financial performance report on the implementation of the general budget of the federal authorities for the first half of fiscal year 2017 issued by the Ministry of Finance showed that expenditures on public services (grants, social benefits and other banks) reached 8.74 billion dirhams during the first half of this year, Of the total expenditure of the federal ministries in the first six months of the year. In terms of expenditure, grants, social benefits and other expenses amounted to AED 10.5 billion, representing 31.6% of total expenditures for the first half of this year. Expenditures in the education sector amounted to AED 4.1 billion, AED 2.4 billion to the health sector and AED 2.3 billion to the Ministry of Education.
