Al Hamli: Implementation of Emiratisation decisions beginning next November

His Excellency Nasser bin Thani Al Hamli, Minister of Human Resources and Emiratisation, said that the implementation of the Emiratisation resolutions recently adopted by the Cabinet under the chairmanship of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, will start from the beginning of November.
His Excellency stressed the commitment of the Ministry of Human Resources and Emiratisation to cooperate with its partners in the implementation of the vision and directives of His Highness on the Emiratisation decisions and the required management of the labor market in the UAE so that it is possible for citizens and attracts talents, competencies and expertise that constitute a qualitative addition to the national economy.
His Excellency said that the federal and local efforts and the private sector will unite under these decisions, both in terms of employment, training programs, rehabilitation and empowerment, in light of the follow-up and guidance of the wise leadership, which is a great impetus to the file of Emiratis in its various dimensions in the short, medium and long term.
He added that the program of implementation of Emiratisation decisions focuses on four main axes, which include achieving the objectives of Emiratisation, increasing the attractiveness of the private sector and stimulating it to attract citizens, developing their abilities and skills and preparing national competencies to lead the competitive knowledge economy.
He explained that coordination is underway between the Ministry and its partners in the Central Bank, the Securities and Commodities Authority, the Telecommunications Regulatory Authority and the General Authority of Civil Aviation to apply the new Emiratisation systems in the targeted economic sectors, namely civil aviation (airports and airlines), telecommunications, banks, insurance and real estate development, in order to increase localization in these sectors. By the year 2022, about 20,000 jobs will be created in the next three years.
He pointed out that under the Emiratisation package, government and quasi-federal companies will be obliged to raise the percentage of Emiratisation in the support services professions annually by 10% in parallel with the appointment of government agencies in new administrative and supervisory functions to citizens. The Ministry of Human Resources and Emiratisation will cooperate with the Federal Authority for Human Resources. Government to follow up implementation.
His Excellency said in reviewing the steps of implementing the Emiratisation decisions package, work is underway to identify the companies targeted by the said resolution in preparation for its implementation, especially as the majority of the graduates of the new nationals and job seekers have the required specializations in the administrative and support services jobs.
HE Nasser Bin Thani Al Hamili announced that the target support services professions have been identified in five groups including financial, human resources, information technology, legal affairs and procurement professions, which are the same groups that will require all government facilities and the private sector to give priority to the recruitment of citizens in all those establishments in 160 jobs. It is gradually being targeted according to a mechanism that is being coordinated between the Ministry, the Federal Authority for Identity and Nationality and the Federal Authority for Government Human Resources to ensure that jobs in the targeted occupational groups are presented to citizens before issuing a permit. Work and entry permit for a foreigner to fill these jobs.
He pointed out that the concerned teams started their work to implement the Cabinet’s decision on the amendment of the law regulating labor relations, pensions and social insurance aimed at bringing the privileges between the public and private sectors to support the work of citizens in the private economic sectors, especially as the expected amendments related to working days, hours, weekly rest and holidays in the private sector. He pointed out that the implementation plan for the National Human Resources Development Fund, which has a capital of 300 million dirhams, is currently being developed in terms of financing training programs and receiving the contributions of companies and establishments that are not committed to the Emiratisation package and other axes that will govern the work of the Fund in order to achieve its objectives. Supporting Emiratisation programs, qualifying national competencies and enabling them to work in strategic sectors.
He pointed out that the ministry is also working on the implementation of the mechanism of the implementation of the field program to train about 8,000 citizens annually graduates in government and semi-government companies and private sector facilities for six months to 12 months, which will be paid monthly bonuses to the trainee not less than 10 thousand dirhams supported by the government 40 per cent.
He stressed that the implementation of the decision on limiting recruitment to new administrative and supervisory positions in ministries and federal authorities to citizens, as well as requiring independent federal bodies to raise the percentage of Emiratisation in support services jobs by 10 per cent annually will contribute to the expansion of options for citizens seeking work.
He pointed out that the Higher Colleges of Technology will implement specialized diplomas to qualify and prepare citizens to work in various economic sectors vital in the most demanding jobs in the labor market to qualify and train 18 thousand citizens during the next three years.
He pointed out that these diplomas will be specialized such as diploma of financial and banking audit, real estate and human resources and diploma assistant legal and other diplomas in addition to a number of skills training programs.
HE Nasser bin Thani Al Hamli explained that work is underway on the design and development of the Emiratization Index System, which is one of the Emiratisation decisions that aims to monitor the best and worst entities in achieving Emiratization goals and to ensure transparency in the Emiratization file, in parallel with identifying the distinctive private sector establishments in the country. This will give priority to accessing the services provided by the MoE
