Dubai implements a truck and shipment tracking system in early November

Dubai Customs said that it will begin implementing the national system for tracking trucks and shipments within its customs borders, starting from the beginning of November 2023.

The department explained that based on Cabinet Resolution No. 96 of 2021 regarding administrative fines resulting from violating Cabinet Resolution No. 95 of 2021 regarding the national system for tracking trucks and shipments in the UAE, and within the framework of the department’s efforts to strengthen the customs security system and facilitate the movement of trade by tracking the movement of shipments. And trucks, this decision will be implemented on the first of next November.

Cabinet Resolution No. (95) of 2021 regarding the “National System for Tracking Trucks and Shipments” defined it as a system for tracking and tracking goods and trucks that transport goods and monitoring them electronically by determining their itinerary from the first port of entry in the country to their final destination in the country in an instant and continuous manner through Operations rooms allow direct viewing and issue real-time reports to track the truck’s location on the country’s map through a tracking device using satellites or via the communications network 24 hours a day, 7 days a week.

Provided that the provisions of this decision shall be applied to all transported shipments and trucks that carry out the transportation process within the territorial scope of the state, as well as those that carry out transit transportation through the state, as determined by the authority.

The decision prohibits the practice of land transport of goods in the country through customs ports or the transit of trucks through state ports without registering in the system and installing an electronic tracking device on the truck or goods as indicated in the provisions of this decision.

Electronic system

An electronic system called the “National Truck and Shipment Tracking System” will be established, which aims to monitor and track the movement of empty trucks loaded with various shipments within the country, and will be used for the following purposes:

1. Supporting supply chain security by providing data and information about trucks and shipments and monitoring their movement by tracking the truck.

2. Building an integrated system gradually according to the requirements of the parties in the project and linking the system with other relevant systems such as traffic and vehicle licensing systems, seaport and airport systems, transportation and other relevant systems.

3. Strengthening the customs security system by tracking the movement of dangerous, sensitive and high-risk goods and shipments and the pending status of customs duties and ensuring that they reach the final destination.

4. Exchanging information and data on restricted shipments between customs and regulatory authorities in the country. 5. Maintaining public road safety through rapid response to emergency situations.

6. Detecting customs and non-customs violations committed by trucks while crossing the country in cooperation with the competent authorities by determining the location and route of the vehicles wherever they are.

7. Any other purposes determined within the jurisdiction of the Federal Authority for Identity, Citizenship, Customs, and Port Security.

Data

The system contains data tracking the truck’s path (for the locomotive and the trailer), and if there are two containers on the same truck, the devices are installed for the containers separately when installing the lead, as the device is installed on the container. As well as the driver and truck data, the customs declaration, and any other relevant data specified by the Authority. Registration in the system and installation of tracking devices is carried out according to the procedures: the truck owner or his representative submits a registration request in the system, uploads all the required documents specified by the Authority to complete the registration process, verifies the data and documents provided, reviews them, and responds by either accepting the application by the Authority or rejecting it. . Also giving a date for installing the tracking devices on the truck, and for the tracking devices to be installed on the truck and entered into the system, and any other procedures determined by the authority.

Commitments

All truck owners are obligated to register in the system, install electronic tracking devices on the truck, and update their data periodically. If the truck owner stops practicing his activity completely or temporarily for any reason, he must notify the Authority of this, and the data submitted for registration or renewal must be in the system. True and not misleading, and any other obligations determined by the Authority.

The Authority may enter into a partnership contract with the private sector to operate the system and provide services to the public in a way that ensures the efficiency and quality of the service. The mechanism for sharing revenues will also be determined in coordination with the Minister of Finance.
